WebI rarely play trade nations, but here are my 2 cents. It depends on the power you have in the node. Say, you have 50% of power, adding 20 ships would make you have 70% of the power. Now, adding 20 more ships won't get you to 90% of the power of the node. So, you should see how much ships do you need to get the desired % and whether it is worth it.
